Pierre HEILBRONN

Pierre Heilbronn has built a career across French public administration and European institutions. He currently serves as a Member of the independant Commission in charge of the evaluation of French Overseas Development Aid Special and was the Envoy of the French President for Aid and Reconstruction of Ukraine (from March 2023 to december 2025). Previously, he was Vice President for Policy and Partnerships at the European Bank for Reconstruction and Development (EBRD) in London (2016-2021). His prior positions include Deputy Director of Cabinet to the Minister of Economy and Finance Michel Sapin (2014-2016) and Advisor for European Affairs to Prime Minister François Fillon (2011-2012). In European affairs, he served as Deputy Secretary General of the Secretariat General for European Affairs (SGAE, 2010-2014), coordinated France's EU Council Presidency in 2008, and was Deputy Head of Cabinet to the European Commissioner for External Relations and Development Aid (2009-2010). He played a decisive role in providing technical assistance to Greece during its public debt crisis and contributed to the Attali Commission for the Liberation of French Growth (2010).
